Broken Screw

If you can see a Bit of the Broken Screw sticking out of the Chair, Then use a ViseGrip to lock on to the screw and twist it out.
If you can not see the Screw then Probably the best way is to try to Drill the Screw out.

Maybe punch it out. Not sure if that is the right term for the tool but it's like a metal rod, they come in various thicknesses. basically you put one end to the pin/screw and whack the punch with the hammer. Might not be suitable in your case, I don't know.

screw

Hi..if its just s screw that was holding one piece of timber to another, and its still impossible to remove, you could file it until flush with the timber, leave it there, and then drill a pilot hole for new screw directly beside it,and use a new screw altogether..the timber should hide the old leftover piece of screw..hope this helps :)
