Broken Screw

If you can see a Bit of the Broken Screw sticking out of the Chair, Then use a ViseGrip to lock on to the screw and twist it out.
If you can not see the Screw then Probably the best way is to try to...

Remove tile cement

Try using a Steam Wallpaper Stripper the Heat from the Steam will soften the Tile Cement and it will come away from the wall easily with a Scraper..
They are cheap to Buy or Hire..

Oil floats on water so I think that you would be able to bleed the water from the tank,As soon as you smell or see oil stop the bleed and what should be left in the tank is Oil.
