We had similar issues with our main loo,the water level kept rising to the top & threatened to come over the edge.We got the kitchen plunger,& emptied out a lot of the water first & then plunged away,hubby was in the out side drain ,with a wire drain hose thing & was plunging away on the outside.Between us both we go rid of the blockage which was caused by the builder putting rubble,cement,plaster etc down the loo.......grrrrrrrr
That sorted it for us,so hopefully this will help your sister.
As for the kitchen roll behind the toilet, a long shot but may be the plaster left a big gaping hole around the pipes may be its to prevent the draught coming through...Is it a new build can she get the builder/developer to come back & have a look at it.
