I know you said your sister is under 65 but Care & Repair from Age Action may be of some help to her. I was in contact with them before for a client who was disabled and although she was under 65 they said they might be able to help her due to her disability. I don't recall what area she was in but below are the contact details for Care & Repair in Dublin.
