Default two gardening questions!

1) bamboo has been lifted about a month ago and put in a black bin bag with holes in bottom and placed on the raised bed, it also got tied in the middle but still with space for rain etc.
it isnt looking too good and the soil is sodden. I placed large crock under the bin bag as its too heavy to lift on my own.
as i now have a quarter barrel is it ok to actually plant it in it at this time of year with plenty of crock at the bottom and really give it freedom. maybe newer soil and compost to try and take some of the wet off the roots for fear of rotting them?
2) waterfall feature is up and running and i have small pots of alpines, can i actually plant these round the rocks with sand mix etc so that they can get established, they dont look too good in their tiny pots i bought them in at end of summer, i dont want to lose them.
if they get established on the fake rock and some real rock what happens if the water pump etc breaks down, do the rocks have to come tumblin' down too to sort it, suppose they do?
any suggestions on these really very miuch appreciated, i aint a gardener at all.

I think you would like this following site, it is for irish gardens and has great information plus you can ask questions. I have used it for a lonf time now and find it so much help.
