Default Recycling Funding for Local Authorities

Dept of the Environment Press Release (18/8/06):

"Roche Provides €4m for local authorities to support the Operating Costs of Recycling Facilities."

Mr. Dick Roche, T.D., Minister for the Environment, Heritage and Local Government, today (18th August 2006) announced a tranche of €4 million funding to assist local authorities to offset the operational costs associated with bring banks and civic amenity facilities.

Making the announcement, Minister Roche said "As part of this year's Environment Fund programme, increased funding of €8m was provided to assist local authorities with the costs which they incur in operating their recycling facilities. I am pleased to now be able to provide local authorities with the first tranche of this funding. The funding is being allocated on the basis of the information provided by local authorities on the costs and the level of recycling and recovery achieved in the six months to the end of December last year".

The Minister further said that he was conscious of the escalating costs of operating these facilities. For this reason he said that he was basing the allocations this time on a combination of weighted tonnage and net operating costs, with particular emphasis being given to the higher costs of dealing with certain waste streams such as plastics.

The Environment Fund was established with the revenues obtained from the Plastic Bag Levy introduced in March 2002 and the Landfill Levy introduced in July 2002. The Fund is used to provide assistance or support in respect of a range of waste management, litter and other environmental initiatives.

The Minister said "Since November 2002, over €90m has been allocated in direct grant assistance towards the capital costs of providing a range of local authority recycling projects. This funding I am announcing today will further incentivise the rapid rollout of recycling infrastructure, by supporting local authorities in the day-to-day operation of these facilities."

Minister Roche congratulated local authorities on the pace at which they are providing facilities and on the quality of these facilities. "We all have a role to play in managing our waste in the most environmentally friendly way possible. I would encourage all local authorities to continue delivering the range of waste management infrastructure that is needed. It is clear that Irish people are willing to act collectively in tackling our waste issues and will use recycling facilities when they are provided. I am committed to playing my part in terms of providing supporting funding and am confident of seeing further progress in this regard."
