Default Do Your Duty: Dump the Dumpers!

Hi Everyone,

Just a reminder that the Environmental Protection Agency's (EPA's) confidential telephone service designed to encourage the reporting of illegal dumping (fly-tipping) has been extended into the middle of 2008.

It was introduced on a pilot-basis in June 2006 (Republic of Ireland) as part of a campaign entitled ‘Dump the Dumpers,’ whereby members of the public could report illegal dumping via a 24 hour lo-call telephone number: 1850 365 121. Local Authorities, the Gardaí and the EPA also follow up on the information provided by the public, as appropriate.

The focus of the continuing campaign is to identify large-scale dumping sites that may still be operational or any remaining abandoned illegal dumps. However, the confidential phone-service also allows members of the public to report larger fly-tipping activities such as sites used for habitual fly-tipping of waste, which have become a scourge of many rural communities in particular.

The service compliments existing local authority litter phone lines, which are being actively used by the public to report littering and small scale fly-tipping activities. (Click on the Local Authority links on JumbleTown's Home Page for details.)

Default Reporting of illegal dumping

Great in Theory
I have rang Cork Co. Council on several occasions to report fly tipping and dumping of plastic bags of rubbish on the roadside. The answer is always have I any proof as to who did it , and photographs etc., they probably want the offendors DNA as well.
Oh yes and I always get a lecture on how busy and under resourced the litter wardens are. Eventually I just gave up and now just don't bother.

Well put Cork!
I have seen this many times and have seen litter wardens going through rubbish to try find something with a name or address on it, the word of many people (whose neighbour was commiting the offences) just wasn't sufficient, hence, no prosecution for the offender!

It seems to be a common problem in my area as there is a small amount of "no mans land" nearby. The fact that no one even knows who owns the land (according to the council) adds to the problem as the council refuse to clear an area which isn't theirs, so that leaves us here with mounds of festering waste very close.

Anyway, rant over.....

More litter wardens I say! Also, a more efficient way of prosecuting offenders, In most crime cases, the word of many reliable witnesses is mostly taken as true, without the need for the offender having to leave some kind of identification behind.

The EPA are doing a great job by having the number available for the general public to use and if just a few people are prosecuted as a result of it, well that's a start! I'll still do my part and report dumping, how ever the info is used afterwards, I no longer care.

Default "See Something? Say Something!"

Hi Everyone,

Thanks for the feedback so far.

I notice that the Minister for the Environment, Dick Roche, launched a leaflet/brochure last week called:

'How to Make an Environmental Complaint - See Something? Say Something!'

The Minister said, "This initiative reflects quality customer service principles and assists in serving the customer better". He continued, "The complaints system benefits citizens in providing a simple to use system where they can voice their complaints about environmental problems to the appropriate agency. It helps local authorities, the EPA and other agencies in investigating and resolving environmental problems and in ensuring protection of the environment."

Don't make me laugh

The big problem is that the people in charge are a joke from the top down.
I rang the EPA and they tell me that this is only for substantial dumping and litter was an issue for the Co Council.

Under the Litter Pollution ACT of 1997

All Local Authorities are to have a litter management plan in place and it must be reviewed at least once every three years. Cork Co. Co. has had one plan in 10 years , most of the provisions in it have never been implemented and quite frankly it is just window dressing for the Dept. of Environment. I attended a deputation to the Carrigaline Area Committee of the Council, over a year ago, to highlight this and nothing has happened since; what a joke! These Bozos are just a waste of hard earned taxpayers money.

By the way Nita if you have a "no mans land" which is being used as a dump or full of litter then it definitely comes under section 3 (c) of the 1990 derelict sites Act.

Try and get your local council to determine ownership under section 6 of the Act They can do this by putting up a notice on the site.

Failing that they have the power to enter and clean up the land in question under section 11 and bill the owner or occupier if necessary

I would love if all those who are totally fed up with their Local Councils' inaction on litter and dumping would consider getting an online petition together here (with Admins permission of course)and I will ensure it is brought to the desk of the Minister whoever he(or she) will be

Hi Cork,

I've spoken to JumbleTown's management and they have no problem with you organising an on-line petition. Simply start a new "thread" (make a new post) here in the "Support Forum" stating your objectives etc and we'll see how it goes.
