The bottle just has a hole made in the cap of the bottle and the coat hanger is threaded through to a hole in the base. Then you cut flaps out of the middle of the bottle and fold...

Thanks for your nice comments. The floating bottle was an idea I saw and copied from somewhere. Its actually fixed to an unbent wire hanger and it swirls in the wind and scares the birds away...
