Broken Screw

Remove tile cement
Try using a Steam Wallpaper Stripper the Heat from the Steam will soften the Tile Cement and it will come away from the wall easily with a Scraper..
They are cheap to Buy or Hire..

Oil floats on water so I think that you would be able to bleed the water from the tank,As soon as you smell or see oil stop the bleed and what should be left in the tank is Oil.
