Default county council's obligations

I too am in social housing, my hall door is just in front of the bedroom, tis warped and you can see australia!
my emersion has two leaks in it for the past month and a half.
my biggest problem is having the unit made more disability friendly as they were rehousing me due to declining mobility etc.
still no joy.
they even down sized me to two rooms in stead of an extra bedroom as i did have, and that on medical grounds.
how can they do this when i have so much physio and wheelchair and scooter apparatus.
I really feel that rehousing me has made my life ten times harder in the mobility aspects.
any idea of the law on this? i have put in a complaint to the Ombudsman office.
