Blue bottle caps for wheelchairs???

Hi, I thought I saw a thread up about these before, but I couldn't find it .
I have a full bag of bottle caps that I was told could be exchanged for a wheelchair (with enough of them and a subsidy), does anyone know where to send/deliver them or who knows anything about it????
